ملخص البحث:
عموم البلوى قاعدة فقهية يعنى بها:  شيوع البلاء بحيث يصعب على المرء التخلص منه أو الابتعاد عنه، وإن كثيرا من تخفيفات الشريعة منوطة بعموم البلوى،  وتظهر أهمية هذا الموضوع فى أنه من الأمور التى يتجدد باعتبارها مناط الحكم الشرعي، بمعنى أن أمرا من الأمور قد لا يكون مما تعم به البلوى فى عصر من العصور، لكنه قد يصبح مما تعم به البلوى فى عصر آخر لاختلاف الأحوال. وتظهر مشكلة البحث فى الاختلاف عند النظر فى تحقق عموم البلوى الداعي إلى الترخص فى بعض القضايا من عدم تحققه. وقد اتبعت فى بحثى المنهج الاستقرائى المقارن. محاولا بعد بيان مفهوم عموم البلوى، وضوابطه، وأساس مشروعيته، تطبيق هذا على نماذج من القضايا المعاصرة ووقعت الدراسة التطبيقية على قضيتين مهمتين: هما: التجنس بجنسية دولة غير إسلامية، وإصلاح غشاء البكارة بسبب لا دخل للفتاة فيه. فوضحت من خلال الدراسة اختلاف الفقهاء المعاصرين فى هاتين القضيتين، مبينا أثر عموما البلوى فيهما.

Umum Al-Balwa and It Influence on Claiming Concession in Contemporary Issues. A Comparative Fiqh Study

Abstract:
Pan-Balwa is a doctrinal rule that means: the prevalence of the scourge so that it is difficult for one to get rid of it or to move away from it The importance of this subject is reflected in the fact that it is renewed as the subject of legitimate rule. In the sense that one of the things that may not be is what the weariness of an age, But it may become what weariness is in another era because of different conditions. The problem with this research is the difference in the consideration of Pan-Balwa verification, which calls for licensing certain issues from its non-verification. I was tired in my comparative investigative approach. After outlining the concept of pan-Balwa, its controls, and the basis for its legitimacy, it tried to apply this to models of contemporary issues. The applied study signed two important issues: naturalization as a non-Islamic state, and repairing the hymen because of the girl's lack of access to it. The study clarified the differences of modern scholars in these two cases, indicating the general effect of weariness on them.
