هدفت الدراسة إلى بيانحکم ضبط مسار الفتوى وأثره في الحفاظ على قيم المجتمع ، وتضمن تعريف القيم، وتعريف ضبط مسار الفتوى ، وأهمية ضبط مسار الفتوى، وآلية ضبط مسار الفتوى، وحکم ضبط مسار الفتوى، وأثر ضبط الفتوى في قيم المجتمع. جاء هذا البحث لأن الفتوى لها أثر کبير وعميق في تأسيس قيم المجتمع وتأکيدها، وجرى تحديد في قيم المجتمع من خلال ما قرره العلماء من حفظ الضروريات الخمس: حفظ الدين، والنفس، والعقل، والنسب، والمال. ومن أهم توصيات الدراسة: 1-  بيان وإشاعة أهمية الفتوى ومکانتها وإشاعة ذلک: ويکون هذا في جميع الوسائل الممکنة، منها وسائل الإعلام وخصوصاً الإعلام التفاعلي بکل أنواعه، فالمسألة مهمة وعظيمة، وتتعلق بدين المرء ودنياه، ومنها إقامة دورات توعوية للإفتاء، وإعداد برامج لتحذير العامة ومن في حکمهم من التصدي للإفتاء بلا علم، وتنبيههم إلى خطورة ذلک حالًا ومآلًا، إلى آخر ذلک من وسائل إشاعة أهمية الفتوى ومکانتها. 2- ضبط الفتوى في وسائل الإعلام خاصة؛ إذ إن رواجها کبير والمفسدة التي تکون من الفتوى غير الصحيحة التي تلقى في وسائل الإعلام أعظم من التي تکون خاصة وفي مجالس مغلقة.  3-العناية بتطوير مؤسسات الفتوى وتحديث أساليبها في العمل؛ لتواکب المستجدات.  4- العناية بالبحث العلمي ونتائجه وتوجيهه نحو الفتوى بجميع متطلباتها وما يصلح حال الإفتاء وما يعتريها من خلل ونقص من قبل المتطفلين عليها ومعالجة ذلک.

Abstract
The Judgement of Controlling the Path of the Fatwa and its Impact on the Values of Society

This study aimed to identify the path of the fatwa, the mechanism of controlling the path of the fatwa, the rule of controlling the path of fatwa, and the impact of the fatwa on societal values.  This research came because the fatwa has a great impact and deep in the establishment and emphasis on the values of community and research in the values of society through the decisions of scientists to save the five necessities of religion, self, mind, and ratios and money. The most important recommendations of the study: 1 - identifying and raising the awareness of the importance and status of the fatwa through all possible means, including the media, especially interactive media of all kinds. This is because this issue worth such attention and it is related to one’s religion and life. Utilizing awareness-raising courses for fatwa and designing programs that warn the public from fatwa without knowledge as well as through other means to publish the importance of fatwa and its status. 2 - controlling fatwa in media as the great danger comes from its popularity which in turn causes many disruptions due to incorrect fatwas greater than those that are private.  3 - Providing more attention to develop the institutions of fatwa and update their methods of work; to keep up with such developments.  4- Taking care of the scientific research and its results to be directed towards fatwa with all its requirements and what works in case of fatwas as well as the deficiencies and shortcomings by the intruders.
