تحاول هذه الدراسة الإجابة عن السؤال الرئيس الآتي: ( ما مفهوم التدابير في العمل المسجدي، وما صلاحيات ولاة الأمر فيها، وما دورهم في تفعيل رسالة المسجد، وما تطبيقات السياسة الشرعية المعاصرة في العمل المسجدي؟ ).
لذلک اقتضت طبيعة الدراسة أن تأتي في ثلاثة مباحث، لکل مبحث مطالبه، وقد اشتمل المبحث التمهيدي على اعتناء الشريعة في المساجد، ومفهوم التدابير في العمل المسجدي، کما تناول الباحث في المبحث الأول تصرفات ولي الأمر بما يتعلق في العمل المسجدي، فتطرقت للحديث عن صلاحياته ودوره في تفعيل رسالة المسجد، وذکرت في المبحث الثاني أهم التدابير المعاصرة في العمل المسجدي.
وأخيراً ختمت هذه الدراسة بأهم النتائج التي تواصلت إليها، ومنها: من أعظم أبواب العناية ببيوت الله تنظيم العمل بها والسعي في وضع تدابير تفعل رسالتها وتصونها من کل أذى حسياً کان أن معنوياً، وکذلک بيان مفهوم التدابير في العمل المسجدي، هو تدبير شؤون العاملين في المساجد على ضوء المصالح الحيوية والحقيقية للمسجد، بما يتلائم مع دوره ومکانته في الشريعة، حسب تغير الظروف، ولو لم يرد بتلک التدابير نصوص خاصة بها عينا، أو انعقد عليها إجماع، أو قياس خاص ما دامت متفقة مع روح التشريع ولا تنافي أساسياته ومقاصده، الإمام والخطيب في المسجد يقود المجتمع ويعلمه، ويتربى الجيل على دروسه وکلماته وتوجيهاته، فمن التدابير الجيدة، اختبار الأئمة وتأهيلهم ورفع مستواهم، کإلزامهم بحضور دورات علمية أو مهارية تساعدهم على القيام بدورهم کما ينبغي، ولتفعيل رسالة المسجد في المجتمع.

Abstract:
This study attempts to answer the following main question: (What is the concept of measures in mosque work, and what are the powers of guardians in it, what are the authorities of the command in it, what is their role in activating the mosque's message, and what are the applications of contemporary legal policy in mosque work?).
This is why the nature of the study required that it come in three discussions, for each of its demands, and the preliminary research included taking care of the Sharia in mosques, and the concept of measures in mosque work, as the researcher in the first topic dealt with the actions of the guardian in relation to the mosque work, so I touched on talking about his powers and role In activating the mosque’s message, I mentioned in the second topic the most important contemporary measures in mosque work.
Finally, this study concluded with the most important results it continued to achieve, including: One of the greatest care for the houses of God is to organize work in them and to seek measures to do and preserve them from all the sensory harm that was moral, as well as explaining the concept of measures in mosque work, It is to manage the affairs of the mosque workers in light of the vital and real interests of the mosque, in accordance with its role and position in the sharia, as the circumstances change, even if those measures did not return texts of their own in kind, or a consensus was reached, or a special measurement as long as they were consistent with the spirit of the legislation and not Contradicting its fundamentals and purposes, the Imam and Preacher in the Mosque leads the community and teaches it, and the generation is educated on its lessons, words and directions. One of the good measures is testing the Imams, qualifying them and raising their level, such as requiring them to attend scientific or skill courses that help them to play their role as they should, and to activate the mosque’s mission in society.
