ملخص البحث:
تناول البحث قاعدة من أهم قواعد المصالح "تصرف الإمام على الرعية منوط بالمصلحة" وتطبيقاتها في الجوائح " فيروس کورونا (کوفيد 19) أنموذجا)، وهي تهدف إلى: إبراز مدى عناية الشريعة بتصرفات الإمام مع الرعية وأثرها على الفرد والمجتمع في ظل الأزمات. واتبعت في بحث هذه القاعدة المنهج التحليلي التطبيقي دون الدخول في الخلاف الفقهي.
وقد خلصت في نهايتها إلى: إنّ اجتهاد الأئمة في کل زمان ومکان بحسب المصلحة، وأنّ لولي الأمر الحد والمنع من بعض المباحات وتقييد العبادات؛ للضرورة وللمصلحة العامة المعتبرة شرعاً وفق الضوابط المرعية.
مفهوم الجائحة عام ويشمل کل ما فيه ضرر وهلاک واستئصال للإنسان في ماله أو بدنه فيدخل في ذلک الأمراض والأوبئة التي تهدد حياة الإنسان کجائحة کورونا.
 هذه القاعدة کثيرة الفروع، وعميقة الجذور، فهي ترسم المقاصد العامة في سلطان الولاة-ونوابهم -وتصرفاتهم على الرعية وبخاصة في ظل الأزمات التي تحل بالأمة کجائحة کورونا، وقد اتضح هذا جلياً من خلال التطبيقات.

Abstract:
The research dealt with one of the most important rules of interests: “The imam’s behavior over the parish depends on the interest” and its applications in pandemics, the Corona virus Covid 19 as a model), and it aims to: Highlight the extent of Sharia’s concern for the imam’s behavior with the parish and its impact on the individual and society in light of crises.
In researching this rule, I followed the analytical and applied method without entering into the jurisprudential dispute
In its conclusion, it concluded: The endeavor of the imams at all times and places is in accordance with the interest, and that the guardian has the limit and prohibits some permissible and restrictive acts of worship. Out of
 
necessity and for the legitimate public interest in accordance with the established controls. The concept of a pandemic is general and includes everything that involves harm, destruction, and eradication of a person in his money or body, so diseases and epidemics that threaten human life, such as
the Corona pandemic, are included in that. This rule has many branches and deep roots, as it delineates the general objectives of the authority of the governors - and their deputies - and their behavior over the subjects, especially in light of the crises afflicting the nation, such as the Corona pandemic, and this has been clearly demonstrated through the applications.
