توظيف صفتي (الأناة والتثبت) في عمل المراقب

ملخص :
يتناول هذا البحث موضوعاً من الموضوعات المهمة المتعلقة بالرقابة ألا وهو توظيف صفتي الأناة والتثبت في عمل المراقب، وقد جاء هذا البحث في مقدمة، ومطلبين، وخاتمة.
أما المقدمة: فقد بينت فيها أهمية الموضوع وأسباب اختياره، وأهداف الدراسة، وتساؤلات الدراسة، والدراسات السابقة، ومنهج الدراسة، وخطتها.
وفي التمهيد: عرفت بمصطلحات الدراسة، وفي المطلب الأول: بينت مشروعية الأناة والتثبت في الکتاب والسنة، والفرق بينهما، وأهميتهما، وقد جاء ذلک في ثلاثة فروع: الفرع الأول: مشروعية الأناة والتثبت في الکتاب العزيز، والفرع الثاني: مشروعية الأناة والتثبت في السنة النبوية، والفرع الثالث: الفرق بين صفة الأناة وصفة التثبيت، وفي المطلب الثاني: بينت مجالات توظيف صفتي الأناة والتثبت في عمل المراقب، وفيه فرعان: الفرع الأول: الرقابة المالية، والفرع الثاني: الرقابة الإدارية.
وکان من أهم نتائج هذا البحث: أن صفة الأناة والتثبت من الصفات الأساسية للمراقب ليسلک في رقابته طريقاً واضحاً لا غبار عليه، وأن في الاتصاف بهذه الصفات إحقاق للحق وإظهار للأمور على طبيعتها دون زيف أو کذب، وأن الرقابة بشتى صورها وأشکالها وأنواعها ضرب من ضروب الحسبة الوقائية، وأن التثبت والأناة في عمل المراقب داخلة في أکبر أبواب الحياطة للدين وبراءة الذمة ونجاح المهمات المنوطة بالمراقبين.

Abstract :
This research deals with one of the important topics related to control, which is the use of the qualities of patience and validation in the work of the observer. This research came in an introduction, two demands, and a conclusion.
As for the introduction: it states the importance of the topic and the reasons for choosing it, the study objectives, the study questions, the previous studies, the study methodology, and its plan.
In the preface: I was defined by the terms of the study, and in the first requirement: I showed the legitimacy of patience and affirmation in the Book and the Sunnah, the difference between them, and their importance, and this came in three branches: the first branch: the legitimacy of patience and confirmation in the dear book, and the second branch: the legitimacy of patience and confirmation in the Sunnah of the Prophet And the third branch: the difference between the quality of patience and the prescription of fixation, and in the second requirement: it indicated the fields of employing the qualities of patience and verification in the work of the observer, and it includes two branches: the first branch: financial control, and the second branch: administrative control.
 
 
One of the most important results of this research was: that the attribute of patience and ascertaining the basic characteristics of the observer to follow a clear and unparalleled path in his control, and that describing these qualities is a fulfillment of the truth and showing things as they are without falsehood or lying, and that censorship in all its forms, forms and types is a form of calculation. Preventive, and that the assurance and patience in the work of the observer is included in the largest doors of sewing of religion, innocence and the success of the tasks entrusted to the observers.
