ملخــــــص :
          تعد عملة البتکوين الرقمية إحدى العملات المشفرة التي انتشرت منذ أکثر من عشر سنوات ، وکان لانتشارها بالغ الأثر في تدهور وانهيار قيم بعض العملات الأجنبية الرئيسية ، وعلى رأسها الدولار الأمريکي واليورو ، کما کان لانتشار البتکوين الأثر الکبير في التوسع في حجم الأنشطة غير القانونية ، خاصة وأن معاملات البتکوين تتم بشکل خفي بعيداً عن أعين السلطات النقدية – محلياً ودولياً – وقد حاولت تلک الدراسة تقديم بعض المقترحات أو الآليات التي تساعد في عملية تنظيم استخدام تلک العملة المشفرة داخل إطار النظام النقدي الدولي ، إلا أنه اتضح من خلال سطورها صعوبة عملية التنظيم ، خاصة في ظل ما يتوافر لدى مستخدمي البتکوين من تکنولوجيا وتقنيات عالية وما يستخدمونه من رموز وخوارزميات تساعدهم في تشفير ما يقومون به من صفقات باستخدام البتکوين کوسيلة للتبادل ، وعلى الرغم من الصعوبة التي يمکن أن يواجهها صانعي السياسة الاقتصادية النقدية دولياً ، إلا أن الدراسة انتهت إلى طرح مجموعة من الآليات التي تساهم في وجود نوع من التنظيم والرقابة بواسطة المؤسسات الاقتصادية الدولية ، وعلى رأسها صندوق النقد الدولي ، باعتباره الهيئة المنوط بها الرقابة والإشراف على المعاملات النقدية الدولية ، حيث أکدت الدراسة على خطورة عدم تنظيم استخدام البتکوين رسمياً ، خاصةً فيما يتعلق بآثارها السلبية على العملات الأجنبية ، إلى جانب التوسع في انتشار الأنشطة غير القانونية ، الأمر الذي يحتم وجود الآليات التي تساعد على عملية التنظيم ، والتي تمثلت في ضرورة توافر التهيئة اللازمة أو البيئة المناسبة لجذب هذا المجتمع الافتراضي داخل التنظيم النقدي الرسمي ، إلى جانب ممارسة صندوق النقد الدولي لسلطاته في التحکم بشکل مباشر أو بشکل غير مباشر في عملية التنظيم ، وخاصةً فيما يتعلق بإمکانياته في إدخال التعديلات اللازمة على اتفاقية إنشائه ، بما يضمن احتواء تلک الاتفاقية للعملات المشفرة ومستخدميها والاعتراف بهم رسميا داخل الاتفاقية.

Abstract:
      The digital bitcoin is one of the cryptocurrencies that spread more than ten years ago, and its spread had a great impact on the deterioration and collapse of the values ​​of some major foreign currencies, especially the US dollar and the Euro. Bitcoin transactions take place in secret, away from the eyes of monetary authorities - locally and internationally - and this study attempted to present some proposals or mechanisms that help in the process of regulating the use of that encrypted currency within the framework of the international monetary system, but it became clear through its lines the difficulty of the process of regulation, especially in The technology and high technologies available to Bitcoin users and the codes and algorithms they use that help them encrypt the transactions they make using Bitcoin as a medium of exchange.
       and despite the difficulty that may be faced by monetary economic policy makers internationally, the study ended with offering a set of Mechanisms that contribute to the existence of a kind of regulation and oversight by international economic institutions, especially the International Monetary Fund, as the body entrusted with it The study emphasized the danger of not regulating the use of Bitcoin officially, especially with regard to its negative effects on foreign currencies, in addition to the expansion of the spread of illegal activities, which necessitates the existence of mechanisms that help the regulation process, which was In the necessity of providing the necessary preparation or the appropriate environment to attract this virtual community within the official monetary regulation, in addition to the IMF’s exercise of its powers to directly or indirectly control the regulation process, especially with regard to its possibilities to introduce the necessary amendments to its establishment agreement, in a way that ensures That agreement contains cryptocurrencies and their users and formally recognizes them within the agreement.
