الملخص :
تعتبر ظاهرة البطالة بکافة أنواعها وصورها ظاهرة طبيعية فى جميع الاقتصاديات المعاصرة ولا تکاد تخلو دولة من تلک الظاهرة وإن اختلفت فى حدتها من دولة لأخرى بحسب درجة تقدمها بين الأمم وتکمن خطورة البطالة فى التأثير على الناتج القومى حيث يتم عدم الاستخدام الأمثل للموارد البشرية وما يترتب على ذلک من آثار اقتصادية واجتماعية وسياسية لذلک کان من الضرورى أن نتناول تلک الظاهرة بالبحث والدراسة ومحاولة فهم ومعرفة الأسباب المؤدية إليها وأيضا أثر البطالة على الأمن المجتمعى وطرق وکيفية علاج البطالة والتعرض للإجراءات الواجب اتباعها للتغلب على تلک الظاهرة.

Abstract :
The phenomenon of unemployment of all kinds and forms is considered a natural phenomenon in all contemporary economies, and almost no country is devoid of this phenomenon, even if it differs in its severity from one country to another according to the degree of its progress among nations. It has economic, social and political effects, so it was necessary to address this phenomenon by researching and studying and trying to understand and know the causes leading to it, as well as the impact of unemployment on societal security, ways and how to treat unemployment and exposure to the procedures to be followed to overcome this phenomenon.
