الملخص :
هدفت هذه الدراسة التعرف على مقصديّة القيم الأخلاقية ودور المؤسسات الإجتماعية في دولة الامارات العربية المتحدة في تنميتها،من خلال بيان حقيقة مَقصدية القيم الأخلاقية والقواعد التي تقوم عليها ووسائل تنميتها ، كما أُظهِر دور المؤسسات الإجتماعية في بناء وتنمية القيم الأخلاقية في الإسلام،  وقد خلصت الدراسة إلى عدد من النتائج أهمها، ثمّة ارتباط وثيق بين مقاصد الشريعة والقيم الأخلاقية ، أنّ المؤسسات الإجتماعية مسؤولة عن بناء وتنمية القيم الأخلاقية وفق المقاصد الشرعية التي تكفل جودة وشمولية وتكاملية عملية حفظ وتنمية جوانب شخصية الإنسان وتحقيق التوازن في رعاية مصالحها ودفع المفاسد عنها، وأوصت الدراسة بتفعيل القواعد المقصدية التي تقوم عليها القيم الأخلاقية في جميع المؤسسات الإجتماعية، والقيام ببحث علمي يهتم باستنباط قواعد الاجتهاد القيمي من علم المقاصد الشرعية.

Abstract:
This study aimed to identify the intent of moral values ​​and the role of educational and social institutions in the United Arab Emirates in their development. ، by clarifying the reality of the intent of moral values، the rules on which they are based، and the means for their development، as well as the role of educational and social institutions in building and developing moral values ​​in Islam. A number of results، the most important of which is، there is a close link between the objectives of Sharia and moral values، that educational and social institutions are responsible for building and developing moral values ​​in accordance with the legitimate purposes that ensure the quality، comprehensiveness and complementarity of the process of preserving and developing aspects of human personality and achieving a balance in taking care of their interests and paying off evils.The study recommended activating the intentional rules on which moral values ​​are based in all educational and social institutions، and carrying out scientific research interested in deducing the rules of value judgment from the science of legitimate purposes.
