ملخص البحث:
هدفت الدراسة إلى إبراز الاستثناءات التي ترد على مبدأ عدم رجعية القرارات الإدارية، وعرض تطبيقات لهذه الاستثناءات من الأحكام الصادرة من ديوان المظالم.
وتناول الباحث في التمهيد تعريف القرار الإداري وسماته، وأركانه، ثم التعريف بمبدأ عدم رجعية القرارات الإدارية، وأسباب عدم رجعية القرار الإداري.
وقد اشتمل البحث على ثلاثة مباحث في المبحث الأول تناول فيه الحديث عن جواز رجعية القرار الإداري بناءً على نص من النظام، وتطبيقاته القضائية.
وفي المبحث الثاني في جواز رجعية القرار الإداري بناءً على تنفيذ الأحكام، وتطبيقاته القضائية.
وفي المبحث الثالث في جواز رجعية القرار الإداري نزولاً على طبيعة بعض القرارات الإدارية، وتطبيقاته القضائية.
ثم الخاتمة وشملت أهم النتائج، ثم مراجع البحث وفهرس الموضوعات.

Exceptions to the principle of non-retroactivity of administrative decisions and their applications in light of the provisions of the Board of Grievances

Abstract:
The study aimed to indicate the exceptions of the principle of non-reaction of administrative decisions, and the presentation of applications for these exceptions to the issued provisions by the Board of Grievances.
As well as the researcher discussed at the introduction, the definition of the administrative decision and its corners, then identification the principle of non-reaction of the administrative decisions and the reasons of non-reaction of the administrative decision.
The research includes three chapters, at the first chapter I discussed the eligibility of the reaction of the administrative decision based to the context of the system, and its judicial application.
At the second chapter, I discussed the eligibility of the administrative decision based to the execution of rulings and its judicial applications.
The third chapter includes the eligibility of the administrative decision based to nature of some administrative decisions and its judicial applications.
After that the conclusion which includes the most results, then references of the research and the index.
