ظهرت فکرة حماية حقوق الإنسان منذ ظهور ميثاق الأمـم المتحدة واعتبرت من بين الأهداف التي نهدف لتحقيقيها وجعلها مسلمات وأبجديات في التعاملات الدولية ، وظهر الدور الإقليمي للمنظمات الدولية لتتکفل باحترام هذه الحقوق، ومهمة هذا البحث تترکّز على وضع حقوق الإنسان في المنظمات الإقليمية الدولية ومراقبة تطبيقها على أرض الواقع. وتم استعراض عيّنات من هذه المنظمات مثل منظمة الدول الأمريکية و الاتحاد الأوربي ودول المؤتمر الإسلامي ومنظمة الوحدة الإفريقية وجامعة الدول العربية، وتأکيد دور کل منها في حماية حقوق الإنسان، ثم تطرقت الدراسة للعلاقات الخارجية لهذه المنظمات ودورها فى حماية حقوق الإنسان. کما تطرقت للإعلان العالمي لحقوق الإنسان و لبعض خصائص التي تميزها ؛ کونها عالمية وواحدة لجميع البشر، وغير قابلة للتجزئة وإنها متطورة لتواکب العصر. وتمت التوصية بتوسيع صلاحيات المحکمة الأوروبية لحقوق الإنسان للنظر في المشاکل المتعلقة بانتهاک أحکام الميثاق الاجتماعي الأوروبي، و حل کلا من اللجنة الأمريکية والإفريقية لحقوق الإنسان ونقل صلاحياتهم للمحکمة الأمريکية والإفريقية، والتعديل الجذري والشامل للنظام العربي لحقوق الإنسان.


Regional organizations and their role in the protection of human rights
English Abstract:
The idea of ​​protecting human rights appeared since the emergence of the Charter of the United Nations and was considered one of the objectives that were aimed to achieve and make it alphabets in international transactions. The regional role of international organizations has emerged to ensure respect for these rights. The task of this research is to focus on the status of human rights in international regional organizations and trace their achievement in reality. We reviewed samples of these organizations, such as the Organization of American States, the European Union, the Islamic Conference countries, the Organization of African Unity and the League of Arab States, and their respective role in the protection of human rights. The study also dealt with the external relations of these organizations and their role in the protection of human rights. It also touched upon the Universal Declaration of Human Rights and some characteristics that distinguish it; being universal and one for all human beings, indivisible and sophisticated to the times. It was recommended that the powers of the European Court of Human Rights should be expanded to consider problems relating to violations of the provisions of the European Social Charter, dissolution of the American and African Human Rights Commissions and transfer their powers to the US and African courts and the comprehensive amendment of the Arab human rights system.
