الملخص العربي:
إن ظاهرة المخدرات الرقمية جريمة معلوماتية جديدة، صممها قراصنة المعلومات وتجار المخدرات من مؤثر صوتي يسمى بالرزيز الأذني الذي اکتشفه الألمان في ثمانينيات القرن التاسع عشر الميلادي لعلاج بعض الأمراض النفسية بواسطة الإيقاعات الموسيقية، استغله الهکرز وصمموا على غرارة المخدرات الرقمية ، وقد عالجوه تقنيا ليتم تداوله وبيعه وتحميله وتجربته عن طريق مواقع وروابط وتطبيقات خاصةعن طريق الوسيط الإعلامي الرقمي(الإنترنت)، يستدرجون الشباب إليه بإلهامهم أنه يخلق أحاسيس مختلفة لدى مستمعه ، قد تحاکي تأثير المخدرات التقليدية.
وقد أثبتت الأبحاث والتقارير والأبحاث العلمية التي قام أهل الخبرة: أن تلک الإيقاعات الرقمية تخلف أضرارا سمعية ونفسية وعقلية لدى من يسمعها، کما تضر بأسرته ومجتمعه.
وبعد عرض تلک الظاهرة الجديدة والنازلة الخطيرة على ميزان الفقه الإسلامي وجدت أنها تندرج في بابين من أبواب المنهيات عنه:
أحدهما: المعازف وآلات اللهو کمادة سماعية تنساب إلى المخ عن طريق الأذنين وتؤثر على ذبذباته الطبيعة.
الآخر: المخدرات والمفترات والمرقدات کمؤثر يخلق أحاسيس تحدث إدمانا نفسيا يؤثر سلبا على المخ والجسم لا يمکن ترکه إلا بألم عضوي، وأعراض سحب تحتاج علاجا نفسيا، قد تحاکي المخدرات العادية.
وقد توصلت إلى تحريم تجربة سماع وإدمان تلک المخدرات، کما أوصيت الجهات الشرعية المختصة بإصدار حکم تکليفي جماعي ، وإعلامه لکل مسلم ، وأوصيت رؤساء الدول والحکومات بتجريم تلک الظاهرة وإصدار قانون بعدة عقوبات مناسبة، تطبق على مَنْ يصممها أو يروج لها أو يقوم بعرضها وبيعها أو من يتعاطاها ، کما أوصيت بتوعية الشباب والنشء بأخطارها ، کما أوصيت بحجب وغلق تلک المواقع التي تروج لها ، کما أوصيت أولياء الأمور بمراقبة أبنائهم، وتوعيتهم من هذا الخطر الذي يتسلل إلى بيوتهم، ويصل إلى فلذات أکبادهم وهم في کنفهم وتحت سمعهم وبصرهم . اللهم قد بلغت إنک أنت المجير.

After presenting this new phenomenon and the dangerous descent on the balance of Islamic jurisprudence, it was found that it falls into two sections of the endings:

I also recommended that the heads of State and Government study and criminalize this phenomenon and the need to enact a law with several appropriate penalties applicable to all parties to that crime.
