الملخص
تلعب التکنولوجيا الحديثة دوراً هاماً في تسهيل الإجراءات بصفة عامة وأمام القضاء بصفة خاصة من توفير الوقت والجهد والمال على المتقاضين وعلي الدولة، وهو ما تنبهت له دول عديدة أجنبية وعربية، قامت بإعداد خطط لتطوير مرافق القضاء بها بما يسمح باستخدام التکنولوجيا الحديثة في تحقيق العدالة السريعة الناجزة،  خصوصاً الخطوات المتعلقة بقيد الدعوى، وتقديم المستندات وأدلة الإثبات التي يرکن إليها المدعى، والسداد الإلکتروني للرسوم القضائية، والإعلانات والإخطارات القضائية للخصوم ولممثليهم؛ ونظراً للطبيعة غير التقليدية لموضوع الدراسة وحداثته في ذات الوقت انتهج الباحث في هذه الدراسة العديد من مناهج البحث، والتي منها المنهج التأصيلي والذي تناول الإجراءات التقليدية المتبعة أمام القضاء الإداري، محاولين تحويل تلک الخطوات إلي الصورة الالکترونية آخذين في اعتبارنا أن الهدف من البحث ليس معالجة قضية نظرية مجردة بحته بل معالجة رکيزة عملية قانونية؛ والمنهج المقارن والتطرق لتجارب بعض الدول التي اهتمت بموضوع إدخال تکنولوجيا المعلومات الحديثة في إجراءات التقاضي؛ فضلاً عن استخدام المنهج التحليلي وما يقتضيه موضوع البحث من ضرورة التعرض لشتي جوانبه بالتحليل والتمحيص وصولاً لوضع تصور لتطوير الإجراءات أمام القضاء الإداري باستخدام الوسائل الالکترونية الحديثة، وحجم المکاسب التي سيحققها ذلک سواء بالنسبة للمتقاضين أو بالنسبة للمصلحة العامة والتي هي أساس قيام أي مرفق عام والتي تتمثل في إتاحة حق التقاضي لجميع المتقاضين بسهولة ويسر مع تحقيق فکرة العدالة الناجزة.

Abstract:
Modern technology plays an important role in facilitating procedures in general and before the judiciary in particular by saving time, effort and money on litigants and the state, which has been alerted by many foreign and Arab countries, which has prepared plans to develop its facilities to allow the use of modern technology to achieve rapid justice completed , In particular the steps relating to the filing of the case, the submission of documents and evidence to which the plaintiff is based, the electronic payment of judicial fees, and the judicial declarations and notifications of the litigants and their representatives; Due to the unconventional nature of the subject of the study and its modernity at the same time, the researcher in this study adopted many research methods, including the original approach which dealt with the traditional procedures before the administrative judiciary, trying to convert these steps into the electronic image taking into consideration that the aim of the research is not to address the issue A purely abstract theory but rather a legal process pillar; a comparative approach and the experiences of some States that have been interested in the introduction of modern information technology in litigation proceedings; In addition to the use of analytical methodology and the necessity of the subject of the research need to be exposed to various aspects of analysis and scrutiny in order to develop a vision for the development of procedures before the administrative judiciary using modern electronic means, and the size of the gains that will be achieved for both litigants or for the public interest, which is the basis of any public facility which is To make litigation accessible to all litigants with ease and to realize the idea of ​​completed justice.
