المستخلص:
 تعتبر مؤسسات ومشاريع ريادة الأعمال من ركائز أي اقتصاد وطني. ويجب أن يتم ضمان نجاحها من خلال وضع التشريعات المنظمة والمحفزة مثل أنظمة الحوكمة المرنة، وكذلك آلية وإجراءات العمل المناسبة، والأطر التنظيمية الجيدة، وخطط العمل الاستراتيجية، وأنظمة التحكم في المخاطر، وكذلك في مسائل عقود التمويل وخصوصا التي تتفق مع معايير المالية الإسلامية، وغيرها من أساسيات العمل التجاري. فكثير من مؤسسات ريادة الأعمال في بعض الحالات تفشل بسبب إهمال وضعف جانب واحد أو أكثر من العناصر المذكورة أعلاه، مما يؤدي إلى إضعاف القوة الاقتصادية للبلاد. وتوجد أطر تنظيمية لديناميكية مشاريع ريادة الأعمال في الكثير من الأنظمة القانونية المختلفة في العالم. والمملكة العربية السعودية هي أحد أهم الدول التي تسعى لتنويع اقتصادياتها والاهتمام أكثر بشرائح الاقتصاد الجزئي. وتسعى هذه الورقة لرصد ودراسة أهم تلك الجوانب القانونية ومدى ملائمتها للرؤية الاقتصادية الحقيقية وكذلك ربطها بالفكر الاقتصادي الإسلامي. وعلى ذلك فقد قام هذا البحث بإجراء تحليل للمعيار القانوني في تنظيم مشاريع ريادة الأعمال في المملكة العربية السعودية مع دراسات مختارة لأهم المتطلبات القانونية التي تدعم الممارسات الصحيحة لرواد الأعمال، كما تمت مناقشة التحديات التي تواجه البيئة القانونية للمملكة، ثم تم رصد توصيات محددة نحو تحسين البيئة القانونية للمعايير التنظيمية المسئولة عن الإشراف وتنظيم مشاريع ريادة الأعمال في المملكة العربية السعودية.

Abstract.
 Entrepreneurial enterprises are one of the pillars of any national economy. Its success should be ensured through the development of regulatory and incentive legislation, such as flexible governance systems, appropriate working procedures and mechanisms, good regulatory frameworks, strategic action plans, risk control systems, and financing contracts, in particular those that comply with Islamic finance standards, as well as other business principles. Many entrepreneurial institutions in some cases fail to survive, because of the negligence or the weakness of one or more of the above-mentioned elements, which results in weakening of the economic strength of a country. Regulatory frameworks exist to facilitate the activities of entrepreneurship in many different legal systems in the world. Saudi Arabia is one of the most important countries that seek to diversify its economy and pay more attention to microeconomic sectors. This paper seeks to monitor and study the most important legal aspects of entrepreneurship and their relevance to the real economic vision as well as linking them to Islamic economic thought. The study conducted an analysis of legal standards in an organization of entrepreneurship projects in Saudi Arabia with selected studies of the most important legal requirements that support the best practice of entrepreneurs. The challenges facing entrepreneurship in a legal environment were also discussed and specific recommendations were made to improve the environment of the regulatory standards responsible for supervising and regulating entrepreneurship in the Kingdom of Saudi Arabia.
